ValuePoliticsIndependent Institute for Impact Analysis

Mission

Making the impacts of political decisions publicly visible

Political decisions derive their legitimacy from democratic procedures. An adopted programme, a new law or an additional budgeted position is initially a decision. Whether it produces better education or greater security only becomes apparent in implementation.

Between decision and result, a space often emerges in which causes and effects become blurred. Goals are announced, responsibilities are dispersed and impacts appear later. Success can be claimed early while failure is attributed to others after the event. ValuePolitics creates the foundations for public accountability for impact.

01

Our contribution

ValuePolitics examines what political decisions and available options left unused are expected to change and actually change for people, society, the economy and the environment.

We can assess the conditions and consequences of implementation. We examine intended and unintended impacts. We show who benefits from a decision and who carries its burdens. Where a robust monetary valuation is possible, it makes magnitudes and policy options comparable. Material impacts without a defensible monetary value are reported separately.

This gives political decision makers a basis for weighing priorities and reviewing implementation. Associations and organisations can bring proposals into political debate with transparent impact assumptions.

02

Public scrutiny

A result alone is not enough. Scrutiny requires access to the foundations on which it rests.

ValuePolitics discloses sources, data, definitions, model assumptions, impact pathways, calculations and uncertainties as far as legally and practically possible. Interactive analyses allow key assumptions to be changed, scenarios to be compared and conclusions to be examined.

This opens political impact claims to substantive scrutiny. Media and academia can assess results. The public can see what political promises are based on and which consequences remain outside the debate.

03

Knowledge and judgement

Political complexity creates dependence on expert mediation. Experts, institutions and interest groups select the questions to be examined and the relationships to be explained. That mediation remains necessary. Its foundations must be open to scrutiny.

Open data and powerful analytical tools expand the possibilities for independent examination. People can challenge political assumptions from the perspective of their own lives. They can ask their own questions and identify the value judgements embedded in selection, models and standards of comparison.

ValuePolitics seeks to strengthen this capacity for knowledge and judgement in politics and society. Access to evidence should depend less on institutional proximity, command of specialist language or access to analytical resources.

04

The primacy of politics

Impact analysis does not make political decisions. It clarifies the consequences of policy options and tests the strength of their underlying assumptions.

Decisions about goals, priorities and the distribution of benefits and burdens remain the responsibility of democratically accountable politics. Fundamental rights and the normative order set limits that no favourable aggregate result can override. Careful analysis does not eliminate uncertainty. It shows where uncertainty exists and how outcomes change under different assumptions.

ValuePolitics therefore separates analysis from political value judgements. Clients determine the question and scope of the analysis. ValuePolitics is responsible for the method, data analysis and result.

05

Evidence against populism

Populist politics relies on simple stories about impact. It treats a decision as a success, compresses complex relationships and removes its promises from later scrutiny.

Publicly scrutinised impact analysis provides a robust answer. Anyone promising a simple solution must disclose its assumptions and face the foreseeable consequences. Political disagreement remains. It gains a subject that can be examined.

This is ValuePolitics' contribution to a resilient liberal democracy. Trust grows when decisions are explained and their impacts, including deviations, are openly accounted for.

06

Our path

ValuePolitics works today as an independent institute for impact analysis. We develop ImpactScans, evidence syntheses, legislative impact assessments and regulatory impact assessments. We combine political experience, economic analysis, legal precision and AI.

Over time, we seek to contribute to a public evidence infrastructure. Analyses, methodological standards and digital tools should make political impacts visible in a timely, understandable and continuous way.

Our mission therefore reaches beyond an individual commission. Every robust analysis should demonstrate how political decisions can be prepared more transparently, implemented more effectively and examined publicly.
